Be patient. If she's a virgin she probably just needs time to get used to the idea.
There's no ethical way to get a woman to go from handjobs to sex other than her getting horny.
Maybe you should open up to her and ask her why she claims to want sex but wont actually do it. There may be something else to it, but I bet it's just nervousness.

 When you're communicating over something either online or through sms in your case, people like to put themselves in a protective bubble. Meaning they can say ANYTHING they want because they get the feeling they're anonymous since there would be no reprocutions for their actions. Sort of like detaching themself from reality for that little bit of time, but when it comes to the nitty gritty alot of people won't actually do alot of things they have discussed.
Chances are shes probably not ready for intercourse but maybe wants to simulate it for you via text for your needs?
If shes discussing it with you shes obviously interested and will come to you when she is ready.
