 There are a couple of options here. One is that she may be into you and just couldn't look away as she thought of you. Two is that she may be staring at you because she thinks your weird and is trying to figure you out. I swear that one has happened to me a few times so don't feel bad. Third is that she may have some staring problem and just be really weird.
My gf's sister had this guy staring at her so she went to talk to him and she found out really fast that he liked her so my advice to you is go up and talk to her so you can figure this one out. You can always walk away if she weirds you out.
